Best report on outbound dials
The most accurate report to count the number of dials your reps have made is the Dialer Leads report in the report tool (not the Reports tab). If you use the following url and then choose Administrative from the Type dropdown, you will find the Dialer Leads report.

You can check this report against the Dialer Usage report in the Reports tab, but only for Today, Yesterday, and the Last 7 Days.
If you are using the Lead Activity By Employee report in the Marketing section of the report tool, be aware that it is counting every dial ever made to those leads that have been modified or created in the time frame you chose. So it is not reporting on just the dials made in the time frame you chose.
Is there a report or feature that allows me to see the actual list of calls/leads dialed by a specific agent?
The Dialer Usage Report in the Reports tab will give you this information. It can give a breakdown of all calls over a 7 day, yesterday or today time frame. You can see the date, time, agent and lead information for every record that is dialed during the time frame that you look at.

This tool works great for individual logins. . . but I have multiple users sharing dialer login id's. They dial at different times of the day and I have to check their notes etc in the system.
Currently I keep a schedule of who is logged in by time. I then use the Dialer Usage report and manually count down the list until the next time slot.
This is slow and tedious. . . is there a better way to count the calls made by each agent throughout the day?
Just curious why this is not under the reports tab?

I also found an easy report if I just want to know how many dials each rep has made so far today. In the admin tab there is a link titled 'dialer manager console'. If I click on that link a new window will appear and dispaly the users that are on the phone at that very moment, how long they have been on the phone, and how many dial attempts they have made so far today. What's great about that report is I can also filter it down to the dialer initiative (it helps me know which teams and/or offices are out-performing the others). Hint-make sure you have the recording and monitoring license because that is needed to see this report (I think it is very much worth the monthly $100 fee).

That is spot on Darin. The Dialer Usage Report in the reports tab will not get you the correct number of dials per rep, unless you change the call duration to " >= 0 ". Only then will it match the report tool.
