Insufficient rec / flex ports error

1. Check to see if the licenses have been purchased and assigned in the billing account details
2. Make sure there are enough minutes purchased
3. Check to see if the ports are decrementing correctly. To do this, login to sysadmin and select View Billing Accounts for their domain. Look for the Extra Ports In Use field.
